ABOUT

Joel Duff serves as Policy & Contracts Officer and Vice Chair of the Board, where he provides strategic advice in governance, regulatory compliance, and organizational policy development. In his role, Joel supports the Board in advancing accountable decision-making, strengthening contractual oversight, and ensuring policies align with best practices in public administration and regulatory standards.

Currently a Criminology & Cybercrime student at Wilfrid Laurier University, Joel brings an academic foundation grounded in enforcement, justice systems, and public policy. His professional background reflects a strong commitment to public safety, regulatory integrity, and environmental stewardship.

Joel previously served as a Pre-Board Screening Officer at Toronto Pearson International Airport with GardaWorld, operating under contract to the Canadian Air Transport Security Authority (CATSA). In this role, he was responsible for safeguarding Canada’s aviation system through regulatory enforcement, threat detection, and compliance with national security protocols. This experience sharpened his skills in risk assessment, crisis response, procedural enforcement, and high-stakes decision-making.

His broader public-sector experience includes roles with the City of Toronto (Parks, Forestry & Recreation), the Toronto Police Service, the Ministry of Public Service Delivery, and the Ministry of the Attorney General. Across these positions, Joel has contributed to advancing public safety, service delivery excellence, and community well-being.

Deeply interested in criminal law and prosecution, Joel aspires to pursue a legal career with the Public Prosecution Service of Canada (PPSC), where he hopes to serve as a federal prosecutor. He is driven by a commitment to upholding the rule of law, ensuring procedural fairness, and representing the public interest with integrity and impartiality.

Originally from Toronto, Joel remains actively engaged in civic and community initiatives. He has volunteered with organizations such as Me to We and Right To Play, experiences that strengthened his leadership capacity and reinforced his commitment to service.

Outside of his professional and academic work, Joel enjoys policy writing, community engagement, travel, and creative pursuits, including songwriting and music production, interests that reflect both analytical discipline and creative expression.
